It Should Take the Lead in Phasing Out Nuclear Energy Worldwide

*Our Demands 
We strongly urge the Japanese government to take the following action: 
•  To immediately abandon its policy of promoting exports of nuclear power plants; 
•  To cancel all existing plans to export nuclear power plants; 
•  To take the lead in realizing a worldwide phase out of nuclear power. 
*Rationale
As a result of the March 11 th 2011 Great East Japan Earthquake and the tsunami that followed, a major accident at Tokyo Electric Power Company's (TEPCO) Fukushima Daiichi Nuclear Power Plant caused massive radiation leaks into the environment. The accident still has not been brought under control and radiation leaks continue to contaminate Fukushima , and a huge area including the Tohoku (Northeastern) and Kanto (Eastern) regions of Japan , as well as the world's marine environment.
Despite the experience of the accidents at the Three Mile Island and Chernobyl Nuclear Power Plants, we were unable to prevent the accident at the Fukushima Daiichi Nuclear Power Plant. Even small doses of radiation cause damage to genes. In particular, the greatest danger is to children and pregnant women, who hold the fate of the next generation in their hands. It is now obvious that nuclear power and human beings cannot co-exist. While the people of Fukushima and others continue to suffer as a result of the accident, we believe that international society should stand by those affected, broaden the circle of support and, for the sake of future generations, together seek a worldwide phase out of nuclear energy.
The Japanese government has been proud of Japan 's technological prowess. However, the accident at the Fukushima Nuclear Power Plant has proven that technology cannot prevent severe accidents. After the accident, the former Prime Minister, Naoto Kan , proposed phasing out nuclear energy and the Japanese government declared its intention of reviewing national nuclear energy policy. The government stated, “While conducting a thorough review of the causes of the accident, taking into account the views of all sectors of the public, the government will advance the consideration of future energy policy, including whether to build new reactors.” (July 1 Cabinet Decision).
However, regarding the export of nuclear power plants, on August 5 th the Japanese government approved a cabinet decision indicating a continuation of its policy of exporting nuclear power plants. The cabinet decision declared, “Importing countries are primarily responsible for assurance of the safety of nuclear power plants” and “If other countries desire to adopt Japanese nuclear power technology, bearing in mind recipient countries' wishes, we believe we should provide those with the highest safety standard in the world.” Without completing the review of the causes of the accident and without conducting sufficient nation-wide debate, the Japanese government's promotion of nuclear exports is clearly a double standard and a mistake. Furthermore, it is unethical for the Japanese government to continue to export nuclear power plants when the accident has not been brought under control and many people still live under very difficult circumstances, lacking adequate support. Indeed, it could even lead to the expansion and spread of devastation.
It is also clear that, without even including the cost of responding to accidents, the cost of nuclear power is enormous. To export nuclear power plants is to impose that cost on ordinary people in the importing country. From the perspective of business or international cooperation, promoting technology for energy saving and renewable energy is more promising than nuclear power.
Japan experienced nuclear devastation from the atomic bombing of Hiroshima and Nagasaki , and also from the Fukushima nuclear accident. We sincerely hope that the government of Japan will lead the way to a worldwide phase out of nuclear energy and show an example of building a sustainable and peaceful society that is not dependent on nuclear power, so that human beings need never again suffer a catastrophe caused by nuclear power.

Parce qu'il faut de l'énergie et de vrais vitamines pour survivre, le projet Ringono transmet des pommes fraiches et juteuses aux sinistrés de la vaste zone de contamination. Nous collaborons directement avec des producteurs de pommes de la commune d'Hirofune (préfecture Aomori), réputée pour la haute qualité de leurs pommes. La pectine contenue dans les pommes est notament utilisée depuis des années pour soigner les enfants contaminés par la catastrophe de Tchernobyl.

Proposal for a Skilled Veterans Corps to install an alternative cooling system at the Fukushima-Daiichi Nuclear Power Plant

1. In general, industrial plants are equipped with “FAIL-SAFE SYSTEMS” to stop operations safely if and when unexpected malfunctions occur by shutting off the energy or fuel supply to the system or otherwise disengaging power mechanisms.
2. In the case of nuclear power plants, however, it is impossible to turn-off the fuel supply as the system is like “an operating burner inside a fuel tank”. The only means to averting a “meltdown” is to suppress the nuclear chain reaction by inserting control rods into the reactor core and to gradually cool the fuel rods with constantly circulating water.
3. This means that a nuclear power plant cooling system SHOULD NEVER BE STOPPED, which is why the cooling system is robustly designed to provide double, triple or more redundant backup. Unfortunately, the recent tsunami was much more forceful than anticipated by the plant operators, and all of the back-up systems were destroyed or incapacitated.
4. After the nuclear chain reaction is controlled, it is critical that the damaged cooling system be repaired or replaced with a new system, which should be designed to operate reliably on the scale of ten years or more. Cooling the system by hosing it with water is a temporary and unsustainable short-term measure.
5. Repair or installation of the cooling system will unavoidably be conducted in an environment highly contaminated with radioactive elements with serious risk of future health complications. As such, young people with a long future should not have to be placed in a position of having to undertake such a task. Radiation exposure of a generation which may reproduce the next generation should be avoided, regardless of the amount.
6. Our generation who has, consciously or unconsciously, approved the construction of the Fukushima nuclear power plants and enjoyed the benefits of the vast supply of electricity generated, in particular those of us who hailed the slogan that “Nuclear Power is Safe” should be the first to join the Skilled Veteran Corps to install or repair the cooling system. This is the duty of our generation to the next generation and the one thereafter.
7. Currently, many of the workers engaged at the nuclear power plants are being employed without consideration of age, knowledge, skill or experience. The Skilled Veterans Corps shall consist of volunteers of veteran technicians and engineers who are much more qualified to carry out the work with much better on-site judgment.

Plan d’action pour la sortie de l ‘accident nucléaire de Fukushima

1. Généralement, les réacteurs nucléaires sont conçus pour s’arrêter automatiquement en cas de disfonctionnements ou de problèmes inattendus, par une coupure de l’alimentation énergétique du système. Cette procédure est appelée “FAIL-SAFE-SYSTEM”.
2. Cependant, dans le cas d’une centrale nucléaire, il est impossible de « couper » l’alimentation en combustible, le système s’apparentant à un « brûleur opérant à l’intérieur du bâtiment réacteur ». Le seul moyen d’éviter la « fusion » est d’inhiber la réaction nucléaire en insérant les grappes de commande dans le coeur du réacteur pour les refroidir avec de l’eau.
3. Ceci signifie que le système de refroidissement de la centrale NE DOIT EN AUCUN CAS ETRE ARRETE. Par conséquent, celui-ci est secouru doublement, triplement voire plus. La violence du TSUNAMI du 11/03/2011 ayant dépassé toutes les « prévisions », tous les systèmes de secours ont été détruits.
4. Même si la réaction en chaîne est stoppée, il est obligatoire de réparer le système de refroidissement ou d’en installer immédiatement un autre qui fonctionnerait de façon stable, pendant au moins 10 ans. Il est absurde de continuer à refroidir les réacteurs en utilisant des lances à  incendie.
5. L’installation ou la réparation du système de refroidissement est faite sous un environnement très contaminé par la radioactivité et, de ce fait, nocif pour la santé. Les jeunes gens qui ont encore leur avenir devant eux ne doivent pas prendre part à cette tâche.
6. Actuellement, les personnes travaillant sur le site de la centrale ont pour la plupart été employées sans que n’aient été pris en compte leur âge, leurs compétences, leurs connaissances et leur expérience. “Skilled Veteran Corp” (« la corporation des vétérans qualifiés ») est composé d’ouvriers qualifiés et d’ingénieurs bénévoles et peut donc effectuer un bien meilleur travail d’évaluation sur le terrain.
7. Les personnes de notre génération qui ont, consciemment ou inconsciemment, approuvé la construction des centrales d’énergie nucléaire de Fukushima et ont profité des ressources en électricité qu’elles ont produit, et en particulier ceux qui les ont accueillies avec le slogan “l’énergie nucléaire est sûre” devraient être les premiers à rejoindre Skilled Veteran Corp afin d’installer ou de réparer le système de refroidissement. C’est la responsabilité de notre génération envers la prochaine et les suivantes.

福島第一原子力発電所の現状についてはいまさら説明するまでもありません。しかし確認しておかなければならないことは、次の事実です。

1. 暴発を防ぐためには、ホースによる散水のような一時的な処置ではなく、10年の単位の時間安定して作動する冷却設備を設置し、これを故障することなく保守・運転し続けなければならない。
2. この冷却設備の建設・保守・運転は、すでに高度に放射能汚染された環境下で行わざるを得ない。
3. もし、安定した冷却設備を建設・保守・運転できなければ、3000万人もの人口を抱える首都圏をも含めた広範な汚染が発生する可能性がある。

このような最悪のシナリオを避けるためには、どのような設備を作ることが必要か、放射能汚染を減らすためにどうしたらよいか、などなど、数多くの技術的課題があることはもちろんです。この点についても日本の最高の頭脳を結集した体制ができていないことは大きな問題です。
さらにもう一方では、最終的に汚染された環境下での設備建設・保守・運転のためには、数千人の訓練された有能な作業者を用意することが必要です。現在のよ うな下請け・孫請けによる場当たり的な作業員集めで、数分間の仕事をして戻ってくるというようなことでできる仕事ではありません。
身体の面でも生活の面でも最も放射能被曝の害が少なくて済み、しかもこれまで現場での作業や技術の能力を蓄積してきた退役者たちが力を振り絞って、次の世代に負の遺産を残さないために働くことができるのではないでしょうか。
まず、私たち自身がこの仕事を担当する意志のあることを表明し、長期にわたる国の体制として退役した元技能者・技術者のボランティアによる行動隊を作ることを提案し要求していきたいと思います。
当面次のことを提案します。

1. この行動隊に参加していただける方を募集します。
   原則として60歳以上、現場作業に耐える体力・経験を有すること
2. この行動隊を作ることに賛同し、応援していただける方を募集します。

被災地に林檎を届けているヒロフネ林檎クラブに１０万円（林檎１５００個分）を、
残りは石巻市の明友館に寄付されます。


石巻の明友館より、主催者さとこさん宛てにメールが届きましたので、紹介します。明友館のスタッフは彼ら自身が全員避難者という状況の中、現地の孤立被災者を支援されています。

[Emergency Statement and Demands] We urgently demand the withdrawal of the Japanese Government’s inhumane decision to force 20mSv per year radiation exposure onto children

On April 19th, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) notified the Board of Education and related institutions in Fukushima Prefecture the level of 20mSv per year (mSv/y) as a Radiation Safety Standard for schools in Fukushima Prefecture.
This is the standard to be used for school grounds and buildings. The Government has indicated that 20mSv/y is equivalent to 3.8 microSv per hour measured outdoors.
3.8 microSv/h is roughly 6 times [the 0.6 microSv/h] of “Radiation Controlled Areas” (0.6 microSv/h or more). The Labour Standards Act prohibits those under the age of 18 from working under these conditions. Forcing children to be exposed to such radiation doses is an exceedingly inhumane decision. Therefore, we condemn this in the strongest terms.
20 mSv/y is comparable to the [legally] recognized dose for inducing leukemia in nuclear power plant workers. It is also comparable to the maximum dose allowed for nuclear power plant workers in Germany.
In addition, this 20mSv standard [for Japanese children] does not take into account the fact children have higher sensitivity to radiation than adults, nor does it take into account any internal radiation exposure.
Currently, according to the radiation monitoring conducted at elementary and middle schools within Fukushima Prefecture, more than 75% of these schools have contamination levels comparable to “Radiation Controlled Areas” (0.6 microSv/h or more). Further, roughly 20% of the schools fall within “Individual Exposure Controlled Areas” (2.3 microSv/h or more) and are in an extremely dangerous situation.
The level set by the Japanese Government at this time amounts to coercion of this dangerous situation upon children, and, can interfere with voluntary measures by schools to minimize exposure.
MEXT states that 20mSv/y is based on the recommendation Pub.109 by the International Commission on Radiological Protection (ICRP) as well as on the reference levels in the band of 1 to 20 mSv/y as “Post Emergency Situation” Standards from the ICRP statement released on March 21st. The latter means MEXT has adopted the maximum level.
As of April 21st, there has been no substantive information disclosure by the Japanese Government on the decision-making process for establishing these standards. Moreover, no explanation has been given concerning why the Government has neither taken the sensitivity of children into consideration nor internal radiation exposure into account. The contents of the consultation held between MEXT and the Nuclear Safety Commission (NSC) are not disclosed, and the situation remains extremely opaque.
We demand the following of the Japanese Government:
* Retraction of the “20mSv/y” standard for children.
* Disclosure of the names of experts, who deemed “20mSv/y” for children to be safe.
Note:
At the governmental negotiation held on April 21st, it became evident that the Nuclear Safety
Commission (NSC) concluded the 20mSv/y standard for children as “Permissible” without undertaking any formal consultation. Moreover, on April 22nd, the Commission reported to the office of Mizuho FUKUSHIMA, member of the Japanese Diet, House of Councillors that no minutes (records) exist of the 5 Nuclear Safety Commission members’ deliberation leading to the 20mSv/year standard.

フランスでもう一つ、日本の核施設の手本となった再処理工場のあるラアーグの近くからは、「市民の放射能測定団体：ＡＣＲＯ（アクロ）」のアントワーヌ・ベ ルノランさんが来日。青森での「再処理とめよう！10．13全国集会」をはじめ各地で講演されました。ＡＣＲＯは独自のラボ（測定室）を持ち、放射能の測 定を行って信頼できる情報を提供する市民団体です。1986年のチェルノブイリ原発事故の際に、政府からの情報が無かったため、市民の側からの信頼できる 情報の必要性から設立に至った団体です。
放射能の測定は産業廃棄物、医療廃液、ラドン調査などに及び、その測定の正確さからＩＣＲＰ（国際放射 線防護委員会）などの国際・政府機関の作業にも参加しています。ラボにはベータ線源、ガンマ線源の測定装置や乾燥機などの設備を持ち、専門の科学者４人を 含む５人の有給スタッフに25人ほどのボランティアという規模です。それでも最近力を入れている炭素14の測定には費用もかかり、採取したサンプルの測定 が間に合わない状況だということです。アクティブ試験で放射能の放出が始まってしまった青森・六ヶ所再処理工場周辺でも、独自の信頼できる放射能汚染調査 の態勢が急がれます。それにはＡＣＲＯのような機関と、サンプル採集など各地の協力者が必要となっています。http://www.gensuikin.org/gnskn_nws/0712_3.htm
