[Emergency Statement and Demands] We urgently demand the withdrawal of the Japanese Government’s inhumane decision to force 20mSv per year radiation exposure onto children

On April 19th, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) notified the Board of Education and related institutions in Fukushima Prefecture the level of 20mSv per year (mSv/y) as a Radiation Safety Standard for schools in Fukushima Prefecture.
This is the standard to be used for school grounds and buildings. The Government has indicated that 20mSv/y is equivalent to 3.8 microSv per hour measured outdoors.
3.8 microSv/h is roughly 6 times [the 0.6 microSv/h] of “Radiation Controlled Areas” (0.6 microSv/h or more). The Labour Standards Act prohibits those under the age of 18 from working under these conditions. Forcing children to be exposed to such radiation doses is an exceedingly inhumane decision. Therefore, we condemn this in the strongest terms.
20 mSv/y is comparable to the [legally] recognized dose for inducing leukemia in nuclear power plant workers. It is also comparable to the maximum dose allowed for nuclear power plant workers in Germany.
In addition, this 20mSv standard [for Japanese children] does not take into account the fact children have higher sensitivity to radiation than adults, nor does it take into account any internal radiation exposure.
Currently, according to the radiation monitoring conducted at elementary and middle schools within Fukushima Prefecture, more than 75% of these schools have contamination levels comparable to “Radiation Controlled Areas” (0.6 microSv/h or more). Further, roughly 20% of the schools fall within “Individual Exposure Controlled Areas” (2.3 microSv/h or more) and are in an extremely dangerous situation.
The level set by the Japanese Government at this time amounts to coercion of this dangerous situation upon children, and, can interfere with voluntary measures by schools to minimize exposure.
MEXT states that 20mSv/y is based on the recommendation Pub.109 by the International Commission on Radiological Protection (ICRP) as well as on the reference levels in the band of 1 to 20 mSv/y as “Post Emergency Situation” Standards from the ICRP statement released on March 21st. The latter means MEXT has adopted the maximum level.
As of April 21st, there has been no substantive information disclosure by the Japanese Government on the decision-making process for establishing these standards. Moreover, no explanation has been given concerning why the Government has neither taken the sensitivity of children into consideration nor internal radiation exposure into account. The contents of the consultation held between MEXT and the Nuclear Safety Commission (NSC) are not disclosed, and the situation remains extremely opaque.
We demand the following of the Japanese Government:
* Retraction of the “20mSv/y” standard for children.
* Disclosure of the names of experts, who deemed “20mSv/y” for children to be safe.
Note:
At the governmental negotiation held on April 21st, it became evident that the Nuclear Safety
Commission (NSC) concluded the 20mSv/y standard for children as “Permissible” without undertaking any formal consultation. Moreover, on April 22nd, the Commission reported to the office of Mizuho FUKUSHIMA, member of the Japanese Diet, House of Councillors that no minutes (records) exist of the 5 Nuclear Safety Commission members’ deliberation leading to the 20mSv/year standard.

フランスでもう一つ、日本の核施設の手本となった再処理工場のあるラアーグの近くからは、「市民の放射能測定団体：ＡＣＲＯ（アクロ）」のアントワーヌ・ベ ルノランさんが来日。青森での「再処理とめよう！10．13全国集会」をはじめ各地で講演されました。ＡＣＲＯは独自のラボ（測定室）を持ち、放射能の測 定を行って信頼できる情報を提供する市民団体です。1986年のチェルノブイリ原発事故の際に、政府からの情報が無かったため、市民の側からの信頼できる 情報の必要性から設立に至った団体です。
放射能の測定は産業廃棄物、医療廃液、ラドン調査などに及び、その測定の正確さからＩＣＲＰ（国際放射 線防護委員会）などの国際・政府機関の作業にも参加しています。ラボにはベータ線源、ガンマ線源の測定装置や乾燥機などの設備を持ち、専門の科学者４人を 含む５人の有給スタッフに25人ほどのボランティアという規模です。それでも最近力を入れている炭素14の測定には費用もかかり、採取したサンプルの測定 が間に合わない状況だということです。アクティブ試験で放射能の放出が始まってしまった青森・六ヶ所再処理工場周辺でも、独自の信頼できる放射能汚染調査 の態勢が急がれます。それにはＡＣＲＯのような機関と、サンプル採集など各地の協力者が必要となっています。http://www.gensuikin.org/gnskn_nws/0712_3.htm

海底地震研究の第一人者、島村英紀教授を守ろう。
地震雲の研究家、地電流の研究家、電磁気の研究家、すべての人が結集して島村英紀教授を守ろう。
　 その理由は、彼の海底地震の研究は弾性反発論者の説をくつがえすデーターがあるからだ。すでに御存知のように、海底地震の観測においては、もぐり込んでい くプレートの太平洋側で地震は発生していない。そして、地震の発生はもぐり込んでいるプレートにのっている大陸側の受けのところに地震発生があるという説 である。これは坪井忠二先生（故 東大教授）この地震体積説の証明になるデーターである。
　 この研究をいまいましく思う連中がいる。第二に、島村英紀教授は、著書「公認 地震予知を疑う」のなかで、痛烈に官僚と、一部地震学者を批判している。その連中は島村教授の実績を含め、犯罪者にしたてて彼自身の存在の意味を亡きもの にしたいと思っている。
　 それが今回の地震計の横領というでっちあげの記事である。
　 歴史はくりかえすというが、彼等は、椋平幸吉翁の二の舞いをねらっている。
　 今回のこの事件に対して、雲の研究家達は、どうしても彼、島村教授を守らなければならない。それによって、地震論の真実がみえてくるからだ。どうか皆さん、力を貸して下さい。

１９４１年生まれ。東大卒、理学博士、北海道大学地震火山研究観測センター教授、東大助手、北大助教授、海底地震観測施設長、地震火山研究観測センター長を経て、現職。「地球の事件」を追って、北極から何曲まで地球のあちこちを飛び回っている。国際人工地震学会の会長も務めた。ポーランド科学アカデミー会員。著書「地震と火山の島国ー極北アイスランドで考えた事」（岩波書店）で産経児童出版文化賞、「地球の腹と胸の内ー地震研究の最前線と冒険譚」（情報センター出版局）で講談社出版文化賞、「地球をさぐる」（国土社）で日本科学読物賞受賞。

Since the Japan earthquake disaster struck, I’ve been dwelling on ways to most effectively help our friends there. As you all know, lots of people are doing lots of things. But they all felt slightly “off” to me. I saw a tweet that summed it up perfectly: “If you’re going to donate, just donate. Don’t make people retweet, like, buy things, etc. Don’t abuse tragedies for your own personal gain.” Don’t get me wrong, no disrespect, everyone’s assistance helps a lot. But personally, for me, I just didn’t want to make something…to add another “thing” to the world, and then have to sell that “thing” in order to help people. I just want to help. And I want those who help to be able to let other people know how to help.

So still…I thought, something must be done. Especially in our industry. We owe much to Japan—if not everything. 日本が震災にあってから、向こうにいる仲間を一番効果的に手伝う方法を考えていました。知っての通り、色んな人が色んな事をしています。でも、どこか腑に落ちないところがありました。あるtweetがぴったり言ってくれました：「寄付するのなら、寄付をしろ。他の人にretweetさせたり、「いいね」をさせたり、買わせたりしない事。自分の利益の為に悲劇を利用してはいけない。」勘違いしないで欲しい。非難をしているわけでもないし、みんなの支援が助けになる。だけど、個人的には、何か作りたくなかった．．．この世の中にもう一つ「もの」を加えて、その「もの」を売って人を助けたくありませんでした。ただ、助けいだけ。そして、助けられる人は他の人にどの様に助けられるか、教えて欲しかっただけです。でも、何かをやらなければいけない。特に僕たちの業界は日本に恩がたくさんある．．．すべてが日本のおかげといっても過言ではない。

Appeal:

Immediately decide to decommission all of the 10 reactors 

of the first and second Fukushima nuclear power plants.

Background of the appeal:

Masao Hara, the Mayor of Koriyama city, at the press conference in the afternoon on March 19, 2011, said, it was the outrageous mistake that the Japanese government turned down the support offered by the United States which suggested decommissioning the nuclear plants. He announced that he made a request to the Tokyo Electric Power Company and Mr. Kaieda, the Minister of economy, trade and industry to immediately take measures to control the nuclear accidents towards decommissioning the plants. We urge the State and the Tokyo Electric Power Company to accept the request made by the Mayor of Koriyama city and decide to decommission the Fukushima nuclear power plants.

We are worried about the workers who have been courageously engaging in the operations day and night to suppress the reactors and avert the worst-case scenario at their peril of being exposed to the radiation at the Fukushima nuclear power plants which were affected by the recent and continuing earth quakes. It has become clear to everyone that as long as the nuclear plants run, people are affected by the radiation. So many nuclear plant workers have been exposed to the radiation and some died from the radiation exposure even when the plants were running "safe". The people are little known who died after a long suffering, when the causal link between the death and the radiation exposure became difficult to establish.

We must now stop our practice: enjoying the "safe" electricity from the nuclear power plants at the expense of the workers exposed to the radiation.

Face à la série de catastrophes qui frappe le Japon, nous avons conscience que le chemin vers un retour à la vie sera long et ardu. Tout le monde se souvient des conséquences dramatiques et persistantes de la catastrophe de Tchernobyl. Qui peut encore affirmer aujourd’hui que l’accident de Fukushima sera de moindre importance pour la population ? Les sinistrés font preuve de courage et d’endurance face à la catastrophe, alors même que les autorités du Japon semblent abandonner une partie des victimes à leur propre sort. Des artistes parisiens sensibles à la situation souhaitent venir en aide, à leur échelle, aux sinistrés dans une urgence qui se prolonge.
L’argent récolté par cette manifestation sera reversé en totalité au Nihon Univa Cheam*, organisation qui intervient dans les zones les plus délaissées et notamment là où les municipalités et les administrations ont été totalement désorganisées, voire ne fonctionnent plus, suite au ravage du tsunami. Time Out meets the journalist who TEPCO love to hate

In the immediate aftermath of the March 11 earthquake and tsunami, the Japanese media stayed remarkably calm. While overseas news outlets fretted about nuclear meltdown and terrified expats stranded in a ‘City of Ghosts’, their Japanese counterparts generally hewed closer to the official line: stay calm, go about your business as usual. And, yes, you can still drink the tap water. But that was only part of the picture. While the mainstream media presented a reasonably united front, a group of freelance and internet journalists were openly dissatisfied with the explanations being given at Tokyo Electric Power Co.’s seemingly endless stream of press conferences. Why wasn’t the company mentioning levels of plutonium around the stricken Fukushima Daiichi power plant? What had happened to TEPCO’s president, Masataka Shimizu – last seen on March 13? One of the most influential members of this group of dissenters is Takashi Uesugi, a former New York Times journalist and, in an earlier incarnation, aide to Liberal Democratic Party bigwig Kunio Hatoyama. The author of books including The Collapse of Journalism, Uesugi is a vociferous critic of Japan’s ‘Kisha Club’ system – a network of exclusive press clubs that, he says, nurtures excessively close relationships between reporters and the organisations they are supposed to cover. Gadfly to some, hero to others, Uesugi is a much-sought commentator. He makes weekly appearances on Tokyo FM and Asahi Newstar, and is a regular contributor to the Diamond Weekly business website, along with various weekly tabloids. However, he’s most prolific on his own website and via Twitter, where he commands a following of 177,000 and counting. One place place he won’t be appearing any more is TBS Radio, who booted Uesugi from his regular weekly guest slot this month (more on that later). Time Out caught up with Uesugi last Monday, during a brief lull between press conferences at the TEPCO head office in Shimbashi. We’d gone expecting to have a nice chat about tweets and microsieverts, but smalltalk apparently wasn’t an option. What followed was a eye-opening, if occasionally paranoid tirade against TEPCO, the government and the mass media, delivered in rapid-fire Japanese.

Obviously a lot has happened over the past couple of weeks, but what are the main things you’ve learned?

Basically, something that I knew from the beginning, but has become more blatant yesterday and today [March 27-28], is this terrible situation where the government and TEPCO are suppressing information. To be more specific, I thought it was strange that there was nothing written about plutonium when the data about reactor 3 was given out at the TEPCO press conference on the 27th, so I asked them if it was true that no plutonium had been detected in reactor 3, and for how long it had not been detected. TEPCO answered: ‘Plutonium hasn’t been detected.’ To confirm what they were saying I asked if perhaps it wasn’t that none had been detected, but that they hadn’t actually taken any measurements. They were alarmed, and it turned out that it wasn’t even that they hadn’t taken any measurements, but that they didn’t have the instruments to do so in the first place. That’s one example. Another is the question of where exactly has the TEPCO company president gone? There was a rumour doing the rounds a while ago that he had been hospitalised, when actually he had been away because of fatigue. This time they’re using the pretence of hospitalisation for the same situation. All of it’s lies. It’s emblematic, isn’t it? [Note: TEPCO president Masataka Shimizu was hospitalised on March 29, and subsequently resigned.] Two weeks ago I told someone in the government that TEPCO was lying. I called a friend from back when I was a governmental aide directly on their mobile phone and said that the government was being deceived, but I didn’t get any response at all. On top of that, even though I was able to attend the Chief Cabinet Secretary’s press conferences before the earthquake, after the quake, all the freelance journalists, foreign media and Internet reporters were kicked out. So I took on the role of representative for those media outlets, and tried to negotiate by constantly badgering the official residence – like a stalker – saying, ‘If you don’t let in the foreign media too, there won’t be any way for information to be conveyed abroad, will there?’ Ever since the [nuclear] trouble started, I’ve been saying again and again via the different media and radio programs that I appear on that TEPCO are concealing things about the accident, that they’re lying, and that the government is being fooled. I’ve been saying that TEPCO is a client of the media and the press clubs, being one of their biggest advertisers – so the press won’t be able to say certain things, and will be holding back, won’t they? But then, at the end of one of the programs, the producer came to me and asked me to stop doing the show at the end of the month, and I was dropped. When I criticized TEPCO on a different program, they also wanted to get rid of me. But the producer of that particular program is a strong person, and actually went ahead and did it without a sponsor. TEPCO are such an important advertiser that the television and newspapers are completely silent. Even now, they’re running TEPCO commercials on the television, aren’t they? This week, there are also full-page advertisements in the newspaper. Despite the fact that they’ve caused such a scandal, TEPCO are still putting ads in the newspaper. If they have such enormous sums of money, they should send it to the areas hit by the disaster. It’s like the false announcements made by the Imperial General Headquarters 70 years ago [during World War II] are happening all over again. I’m shocked that something I’ve seen in history textbooks, and had thought was completely implausible, is happening right before my eyes. I never thought that I’d become a party to anything like this. [Laughs]

Have you been following reports in the foreign media, then?

Yes, all the time.

Would you say that they’ve been overdoing it?

No, I wouldn’t, because the foreign media was just reporting what was possible. I think the correct way to report about the events at the nuclear power plant is to assume the worst case and write about it, and then also add what the current situation is in relation to that. Newspapers and television shouldn’t say, ‘Don’t worry, it’s safe. You don’t need to run away,’ like Japan’s have. There’s absolutely no problem with the way the foreign media has covered this news. It’s not fanning people’s fears if we report by saying it’s possible for things to reach such and such a point, but at the moment the situation is like this, so you don’t need to worry. There’s also nothing wrong with the foreign media referring to the examples of Chernobyl and Three Mile Island. After clarifying the source, I have also talked about those kinds of things in my email newsletter and in my regular reports for websites, as well as on radio shows and satellite TV programs where I’m a regular guest. Except recently, the more I talk about those topics, the more complaints I get after the program has finished – in incredible numbers. People say things like, ‘Don’t lie!’ or ‘It’s safe!’ But they’ve got no grounds to say that. Japanese people want to believe that it’s safe, don’t they? They just don’t want to look at how things really are. It’s like an ostrich burying its head in the sand.

We’ve read a lot of opinions from scientists recently, and the majority of them seem to fall in line with what the government’s saying: that this isn’t another Chernobyl, and Tokyo isn’t at risk from radiation…

That’s because at the moment, any scientists who say that the current situation is dangerous are being removed from the mass media. Ultimately, the most dangerous situation is one where the only information available is what suits the government and TEPCO. From the outset, the mass media haven’t been using the people who are reporting that the worst possible outcome could happen. And yet the evacuation area was changed from 2km to 3km, and then to 10km, and to 20km, and finally to 30km. America has specified a 50 mile (80km) evacuation zone, but Japanese people still say that things are OK as they are… Then the next week I said [to Chief Cabinet Secretary Edano], ‘You were wrong, weren’t you? Radioactive material has been found in the area outside the 30km line, and even though you said radioactive material would never reach Tokyo, it has, hasn’t it? The government is responsible for the consequences of what it says so you should make a proper apology. Correct your mistakes.’ He replied, ‘That is not the case.’ When I said that, far from being within the 30km radius, radioactive material was found 40km away, and that he should correct the mistake, he told me to ‘Submit that properly in writing.’ I asked a question in the middle of a press conference, and he actually told me to put it on paper. [Laughs] At that point I just couldn’t believe it any more. It’s the first time that has ever happened to me – to be asked to submit a question in writing in the middle of actually asking it. Basically, it’s hopeless, isn’t it? Something in the minds of the government has burst.

When The New Yorker interviewed you recently, you talked about how the Japanese public were ‘brainwashed’ by the media. Can you tell us a bit more about that?

From a young age Japanese people become convinced that newspapers and the television are correct, and that magazines and the Internet are full of lies. But the information in the newspapers and on the television is just what the government is giving out through the press clubs. Even if it’s different from the information and data that reporters have gathered themselves, they just accept what the government announces. So the people here who think that the newspapers and television are right always believe the information given to them, and it’s why the same kind of brainwashing is happening now too. But one thing that’s a little different from how things have been up until now is that people, mostly the younger generation, are starting to realise what’s going on, and using the Internet to say, ‘Hang on, there’s something that’s not right, isn’t there?’ Even my Twitter timeline has been incredible since this morning, with messages like, ‘What the newspapers and television are saying is not the truth!’ It’s just like Egypt and Tunisia.
