On April 19th, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) notified the Board of Education and related institutions in Fukushima Prefecture the level of 20mSv per year (mSv/y) as a Radiation Safety Standard for schools in Fukushima Prefecture.PETITION link: http://e-shift.org/?page_id=230
This is the standard to be used for school grounds and buildings. The Government has indicated that 20mSv/y is equivalent to 3.8 microSv per hour measured outdoors.
3.8 microSv/h is roughly 6 times [the 0.6 microSv/h] of “Radiation Controlled Areas” (0.6 microSv/h or more). The Labour Standards Act prohibits those under the age of 18 from working under these conditions. Forcing children to be exposed to such radiation doses is an exceedingly inhumane decision. Therefore, we condemn this in the strongest terms.
20 mSv/y is comparable to the [legally] recognized dose for inducing leukemia in nuclear power plant workers. It is also comparable to the maximum dose allowed for nuclear power plant workers in Germany.
In addition, this 20mSv standard [for Japanese children] does not take into account the fact children have higher sensitivity to radiation than adults, nor does it take into account any internal radiation exposure.
Currently, according to the radiation monitoring conducted at elementary and middle schools within Fukushima Prefecture, more than 75% of these schools have contamination levels comparable to “Radiation Controlled Areas” (0.6 microSv/h or more). Further, roughly 20% of the schools fall within “Individual Exposure Controlled Areas” (2.3 microSv/h or more) and are in an extremely dangerous situation.
The level set by the Japanese Government at this time amounts to coercion of this dangerous situation upon children, and, can interfere with voluntary measures by schools to minimize exposure.
MEXT states that 20mSv/y is based on the recommendation Pub.109 by the International Commission on Radiological Protection (ICRP) as well as on the reference levels in the band of 1 to 20 mSv/y as “Post Emergency Situation” Standards from the ICRP statement released on March 21st. The latter means MEXT has adopted the maximum level.
As of April 21st, there has been no substantive information disclosure by the Japanese Government on the decision-making process for establishing these standards. Moreover, no explanation has been given concerning why the Government has neither taken the sensitivity of children into consideration nor internal radiation exposure into account. The contents of the consultation held between MEXT and the Nuclear Safety Commission (NSC) are not disclosed, and the situation remains extremely opaque.
We demand the following of the Japanese Government:
* Retraction of the “20mSv/y” standard for children.
* Disclosure of the names of experts, who deemed “20mSv/y” for children to be safe.
Note:
At the governmental negotiation held on April 21st, it became evident that the Nuclear Safety
Commission (NSC) concluded the 20mSv/y standard for children as “Permissible” without undertaking any formal consultation. Moreover, on April 22nd, the Commission reported to the office of Mizuho FUKUSHIMA, member of the Japanese Diet, House of Councillors that no minutes (records) exist of the 5 Nuclear Safety Commission members’ deliberation leading to the 20mSv/year standard.

フランスでもう一つ、日本の核施設の手本となった再処理工場のあるラアーグの近くからは、「市民の放射能測定団体:ACRO(アクロ)」のアントワーヌ・ベ ルノランさんが来日。青森での「再処理とめよう!10.13全国集会」をはじめ各地で講演されました。ACROは独自のラボ(測定室)を持ち、放射能の測 定を行って信頼できる情報を提供する市民団体です。1986年のチェルノブイリ原発事故の際に、政府からの情報が無かったため、市民の側からの信頼できる 情報の必要性から設立に至った団体です。
放射能の測定は産業廃棄物、医療廃液、ラドン調査などに及び、その測定の正確さからICRP(国際放射 線防護委員会)などの国際・政府機関の作業にも参加しています。ラボにはベータ線源、ガンマ線源の測定装置や乾燥機などの設備を持ち、専門の科学者4人を 含む5人の有給スタッフに25人ほどのボランティアという規模です。それでも最近力を入れている炭素14の測定には費用もかかり、採取したサンプルの測定 が間に合わない状況だということです。アクティブ試験で放射能の放出が始まってしまった青森・六ヶ所再処理工場周辺でも、独自の信頼できる放射能汚染調査 の態勢が急がれます。それにはACROのような機関と、サンプル採集など各地の協力者が必要となっています。http://www.gensuikin.org/gnskn_nws/0712_3.htm

心からの叫び!元原発技術者菊地洋一さん中部電力靜岡支店で訴えた
元原発技術者の菊地洋一さんが中部電力靜岡支店への浜岡原発停止の署名を提出行動に参加してくださいました。
思わず、話し始めた菊地さん。その迫力にその場にいたものすべてが氷付くほどだった。

海底地震研究の第一人者、島村英紀教授を守ろう。
地震雲の研究家、地電流の研究家、電磁気の研究家、すべての人が結集して島村英紀教授を守ろう。 その理由は、彼の海底地震の研究は弾性反発論者の説をくつがえすデーターがあるからだ。すでに御存知のように、海底地震の観測においては、もぐり込んでい くプレートの太平洋側で地震は発生していない。そして、地震の発生はもぐり込んでいるプレートにのっている大陸側の受けのところに地震発生があるという説 である。これは坪井忠二先生(故 東大教授)この地震体積説の証明になるデーターである。 この研究をいまいましく思う連中がいる。第二に、島村英紀教授は、著書「公認 地震予知を疑う」のなかで、痛烈に官僚と、一部地震学者を批判している。その連中は島村教授の実績を含め、犯罪者にしたてて彼自身の存在の意味を亡きもの にしたいと思っている。 それが今回の地震計の横領というでっちあげの記事である。 歴史はくりかえすというが、彼等は、椋平幸吉翁の二の舞いをねらっている。 今回のこの事件に対して、雲の研究家達は、どうしても彼、島村教授を守らなければならない。それによって、地震論の真実がみえてくるからだ。どうか皆さん、力を貸して下さい。
島村英紀
1941年生まれ。東大卒、理学博士、北海道大学地震火山研究観測センター教授、東大助手、北大助教授、海底地震観測施設長、地震火山研究観測センター長を経て、現職。「地球の事件」を追って、北極から何曲まで地球のあちこちを飛び回っている。国際人工地震学会の会長も務めた。ポーランド科学アカデミー会員。著書「地震と火山の島国ー極北アイスランドで考えた事」(岩波書店)で産経児童出版文化賞、「地球の腹と胸の内ー地震研究の最前線と冒険譚」(情報センター出版局)で講談社出版文化賞、「地球をさぐる」(国土社)で日本科学読物賞受賞。

Since the Japan earthquake disaster struck, I’ve been dwelling on ways to most effectively help our friends there. As you all know, lots of people are doing lots of things. But they all felt slightly “off” to me. I saw a tweet that summed it up perfectly: “If you’re going to donate, just donate. Don’t make people retweet, like, buy things, etc. Don’t abuse tragedies for your own personal gain.” Don’t get me wrong, no disrespect, everyone’s assistance helps a lot. But personally, for me, I just didn’t want to make something…to add another “thing” to the world, and then have to sell that “thing” in order to help people. I just want to help. And I want those who help to be able to let other people know how to help.
So still…I thought, something must be done. Especially in our industry. We owe much to Japan—if not everything. 日本が震災にあってから、向こうにいる仲間を一番効果的に手伝う方法を考えていました。知っての通り、色んな人が色んな事をしています。でも、どこか腑に落ちないところがありました。あるtweetがぴったり言ってくれました:「寄付するのなら、寄付をしろ。他の人にretweetさせたり、「いいね」をさせたり、買わせたりしない事。自分の利益の為に悲劇を利用してはいけない。」勘違いしないで欲しい。非難をしているわけでもないし、みんなの支援が助けになる。だけど、個人的には、何か作りたくなかった...この世の中にもう一つ「もの」を加えて、その「もの」を売って人を助けたくありませんでした。ただ、助けいだけ。そして、助けられる人は他の人にどの様に助けられるか、教えて欲しかっただけです。でも、何かをやらなければいけない。特に僕たちの業界は日本に恩がたくさんある...すべてが日本のおかげといっても過言ではない。

ミニ丼 - "Mini-Don" en japonais désigne les mini-bols de riz servis avec leur garniture, que l'on mange sur le pouce entre midi et deux. Pour la première édition des « Oeuvres Vives », sa nouvelle série de rendez-vous thématiques mensuels dédiés aux formes artistiques indépendantes, à l’avant-garde, à l'underground, aux contre-cultures et à l'expérimentation, le Batofar laisse carte blanche à Kumi Okamoto (Kumisolo, The Konki Duet) pour une soirée pop scintillante et house décalée, mode ravageuse et visuels inspirés, petits plats préparés par des Grands Chefs et bières du Soleil Levant, rassemblant Japonais et amoureux du Japon mobilisés à Paris avec le Batofar et ses partenaires. Nos mini-dons additionnés seront intégralement reversés à la Croix-Rouge Japonaise - toujours à pied d'œuvre pour assister les victimes du Tsunami qui a frappé le Japon le 11 mars dernier.

Face à la série de catastrophes qui frappe le Japon, nous avons conscience que le chemin vers un retour à la vie sera long et ardu. Tout le monde se souvient des conséquences dramatiques et persistantes de la catastrophe de Tchernobyl. Qui peut encore affirmer aujourd’hui que l’accident de Fukushima sera de moindre importance pour la population ? Les sinistrés font preuve de courage et d’endurance face à la catastrophe, alors même que les autorités du Japon semblent abandonner une partie des victimes à leur propre sort. Des artistes parisiens sensibles à la situation souhaitent venir en aide, à leur échelle, aux sinistrés dans une urgence qui se prolonge.
L’argent récolté par cette manifestation sera reversé en totalité au Nihon Univa Cheam*, organisation qui intervient dans les zones les plus délaissées et notamment là où les municipalités et les administrations ont été totalement désorganisées, voire ne fonctionnent plus, suite au ravage du tsunami. (*sous réserve, la situation évoluant chaque jour, nous nous engageons à reverser l'argent là où il semble le plus urgent. pour en savoir plus écrivez à satoko)
Venez écouter les chansons des paysans des régions victimes du tsunami et de l’accident nucléaire, venez assister au déferlement d’une guitare et à la douceur émotionnelle d’un violoncelle. Venez recevoir l’énergie d’un corps dansé, venez partager un espoir d’apaisement avec des bols aquatiques. La porte est ouverte à tous.
